Many people have different views about whether professionals, such as doctors and engineers, should be required to work in the country where they did their training. In my opinion, people whose jobs do not relate to national securityconnect with the national security should have the right to choose where they work.

Firstly, it is reasonable that most professionals should be allowed to choose where to workselect their working place by themselves. It will promote the communication and cooperation between different countries. Because different countries have the different developed technology. These professionals could work in another country having the technology which their countries lackare lack of. They could study the newest theories and applications, taking them back to their nations and benefiting their people. For example, many engineers from developing countriesfrom the developing countries come to China, to learn technical skillslearning some technology related to the infrastructure, and go back to their hometown to buildconstructure it. It is an important trend due to globalizationbecause of the globalization.

However, in my opinion, people who work with their country'scountries national security should be restricted to pursuing their careersshould be limited to develop their careers in their own countries. Because their actions may seriously threaten their countries' safety especially connected with the militaryminitary and the national genetic programs. In fact, leaking thisthese information is a serious criminal offencea heavy criminal action in many countries. They should only be allowed in their own countries. Furthermore, their countries need to subsidise them moreneed subsidise they more because of the limitation.

In conclusion, I fully understand most of the professionals needing special scientific knowledge should have the right and freedom to work in another country, but only provided they havethat's need they have no relationship with the nationalnatioanl security.
