Why this response received Band 6.5
The response maintains a clear view that science students deserve additional support and considers the competing priority of basic education, giving the discussion useful balance. Its main limitation is that the central link between supporting students now and producing future social benefits remains asserted rather than demonstrated, while language errors recur. The highest-priority improvement is to propose specific forms of support and explain how each would increase socially valuable scientific work.
